JICA – Flood Protection for Phnom Penh

The Project for Flood Protection and Drainage Improvement in Phnom Penh Phase III, the Japanese Grant Assistance which its Exchange of Note between the Royal Government of Cambodia and the Government of Japan was signed on March 15, 2010 and after CTI Engineering Co., Ltd completely studied the preparatory survey and prepared tendering document and process, H.E Governor KEP Chuk Tema had dispatched 3 officers led by Mr. LY Saveth, Director of Administration as his representative to partake in tendering process and signed on the construction contract for this Project from December 05-09, 2011 in Tokyo, Japan.
​​Mr. LY Saveth had mentioned that 5 construction companies were selected to participate in the tender, and they were:
– SATO KOGYO COMPANY Co., Ltd with tender price of 2,710,000,000 Yen
– KUBOTA CONSTRUCTION Co., Ltd with tender price of 2,685,000,000 Yen
– MAEDA CORPORATION with tender price of 2,423,000,000 Yen
– DAIHO CORPORATION with tender price of 2,235,000,000 Yen
– SUMITOMO MITSUI CONSTRUCTION Co., Ltd with tender price of 2,064,000,000 Yen
As the result of the bidding, SUMITOMO MITSUI CONSTRUCTION Co., Ltd which provided lowest price (2,064,000,000 Yen) comparing to the estimated price of the Consultant was selected and the construction contract was signed with Mr. Yoshiyuki Norihisa, the representative of SUMITOMO MITSUI CONSTRUCTION Co., Ltd on December 2011 and the construction inauguration would be officially held in late February or early of March 2012 under presidency of Samdech Akka Moha Sena Padie Techo HUN SEN, Prime Minister of the Kingdom of Cambodia and Lok Chum Teav.
The Scope of works would be highlighted as below: 
1 Construction works of new drainage network: 20.65km and reconstruction of sediment chamber: 
– Improvement of drainage network in Ou Russey Area: 3.93km
– Improvement of drainage network in Beoung Raing Area: 2.43km
– Improvement of drainage network in Morireth Area: 2.05km
– Improvement of drainage network in Toul Svay Prey Area: 2.52km
– Improvement of drainage network in Toul Sleng Area: 2.47km
– Improvement of drainage network in Beoung Keng Kang Area: 3.04km
– Improvement of drainage network in Toul Tompong South Area: 1.15km
– Improvement of drainage network in Toul Tompong North Area: 3.06km
– Reconstruction of Sediment chamber at Road No. 240.
2 Procurement works of the Equipment 
– 2 sets of Self-propelled high water-jet machine for cleaning equipment of drainage pipe
– 2 sets of self-propelled sludge sucker for cleaning equipment of drainage pipe
3 The project duration: starting from early 2012 until April 2015.
The Minutes of Discussions on the Preparatory Survey on the Project for Flood Protection and Drainage Improvement in the Phnom Penh Capital City Phase III was signed on January 12, 2011 between H.E KEP Chuk Tema, Governor of Phnom Penh Capital City and Mr. Wataru ONO as representative of Mr. SHIRO NAKASONE, Leader for Draft Report Explanation Team of JICA at Capital Hall after both parties have already discussed, modified and agreed together on the draft final report.
During that occasion H.E Governor,in the name of the Phnom Penh citizens, extended again to the people and the government of Japan who always pay much attention to the development of Phnom Penh people and this project is really helpful to reduce flood at maximum level. Moreover H.E Governor would expressed his cheerfulness to the cooperation achievement which leads to sustainable development of this city with new beautiful, environmental image and hygiene for its citizens.
It is noticed that after this Minute of Discussion is signed, JICA team will submit it for approval from the Government of Japan and this project will be implemented soon later on.
